The components used by the Database System Utility and Server Administration Utility are located in the dbisamuc.dpk package located in the \utilcomps subdirectory under the main installation directory for the DBISAM Additional Software and Utilities download (DBISAM-ADD), which can be downloaded from the following link:

Before trying to recompile the Database System Utility or Server Administration Utility, you should open and install the dbisamuc.dpk package into the Delphi IDE. Once you have successfully done so, the 'DBISAM Utilities' component palette page will appear in the Delphi IDE.
